Witnesses said it was difficult to see the pedestrian in the morning sunrise as she was wearing dark clothing. The woman was not crossing in a crosswalk when she was struck. She was not cited in the accident, though the driver was cited for not carrying current proof of insurance. A police report indicated that the accident was the pedestrian’s fault.
